I don’t know Rayford or Moore. But I do know cops, having been one. And I know that an internal investigation is a waste of tax payer’s money. Demand an independent investigation, perhaps by your Attorney General’s office.

Rebecca Harris, 33, biological sister of deceased fugitive, James “Little Man” Rayford,  called civic activist, Brian Moore, Friday, after reading a local newspaper’s story (Tampa Tribune’s Hernando Today, October 2, 2009 

to thank him for efforts in exploring the cause of her brother’s death and for requesting the Hernando County Sheriff’s Department to initiate an investigation on her brother’s “mysterious” death in Hunter’s Lake. 

 
She said her brother was an “expert swimmer” and ”never toted a knife, gun nor any instrument of violence.”  She said despite his trouble with the law ”he had a heart of gold.”
 
Ms. Harris, who resides in the Ridge Manor area, with a Webster address, says her younger brother was blocked by the sheriff’s deputies from looking at or identifying James Rayford when they pulled his body to the Hunter Lake shoreline on Saturday afternoon, September 12th.  The sheriffs deputies, according to the distraught sister, said the sheriff department officials identified the fugitive only from documents in Rayford’s pants pockets. 
 
Harris said they discovered, upon finally receiving the body, that her brother “had a big hole in his stomach,” was “cut all over his body,” and he was “so disfigured” that her brother “could not recognize” his face when the body was brought to the Milton Funeral Home in Dade City.  The body has since been cremated.
 
Ms. Harris, and her brother, are upset as to how her older brother, James, could have died since he was an expert swimmer, and had swum in Hunter’s Lake numerous times while fishing there.  Harris said she drove her deceased brother to a Hunter lakefront friend’s home that fateful midday to go fishing. 
 
Ms. Harris told Moore that she also “wanted an investigation of the police chase,” and asked how to formally request one.  Moore contacted Sergeant Kathleen Reid of the Internal Affairs Department of the Hernando County Sheriff’s Department, on Ms. Harris’ behalf, and provided Harris’s phone number to the sergeant.  Sgt. Reid said “she would telephone Rebecca Harris immediately to advise her of the proper paperwork and procedures for such a request.”
 
Rayford’s siblings told the local activist by phone today they are arranging for an attorney to represent their interests as well and will make efforts to obtain photos of their brother, James, from the Medical Examiner’s Office in Leesburg, Lake County, where, according to local news, the autopsy was conducted.

Unreal, Fugitive, refuses to surrender, Deputy’s from 2 departments are chasing this fugitive that refuses to surrender.At what point does the world famous socialist feel that people are repsonsible for their own actions? I wonder if Mr. Moore is willing to pay for all the man hours he is wasting at the Sheriff’s office exploring his silly little attempt to get exposure in the nerwspapers for free. The forever running Mr. Moore, wins nothing, losing everything..Now he wastes taxpayers money. Mr. Moore, you want to run something, run a check down to the Sherfiff’s office for $5K, it will be a downpayment on the resources that you are wasting and honest Hernando Countians are paying for. Put YOUR money where your mouth is or…quite down. Time to MAN UP Mr. Moore, or are you just going to keep talking at our expense?

Brian Moore is all about Brian Moore. He and his family protest anything where he will get his name in the paper. I just wish that the papers would stop giving him coverage since the only people that support and care what Brian says is Brian and his family.

I agree with Mr. Moore. When you think about it it’s the perfect crime: HCSO methodically provided Rayford with drugs to sell during his life in Hernando. They knew that if they kept supplying him and arresting him he could eventually make the most wanted list somewhere. Then they implanted a GPS to follow him and wait for him to go fishing. No No No they forced him to go fishing at gunpoint, yeah that’s it. Then they surrounded the lake with cops and called in the helicopter. He then had a choice to go about by gunfire or beat to death and drowned with the helicopter landing arm. Can’t wait to see this one of Forensics Files. Moore this country is almost liberal enough for someone like u 2 b President, but not just yet. For now put ur head back up ur butt and move along PLEASE!!!!!!! Moore should b arrested for a false report “Air unit can you handle this one too, PLEASE?”

I would just like to know what the charges were against Rayford. Were these felony warrants? Or was this a slow night at the Sheriff’s department? It is a little unusual to be accurate with one interview and be so off with another. Where were all the sheriff’s cameras during this?

Duh…maybe he could not swim. Look up James Rayford on the FDOC web-site. In + out of prison for years. “In” approx. 12 yrs. Cocaine, burglary, escape,theft…history - Big Time.Hey, wear a life jacket, take a buddy,learn to swim. Cover UP YES!! But don’t expect any leads!! When they can’t find 11K from a locked evidence room when 3 people (Good Friend) worked inside all they can say is “WE HAVE NO LEADS” This is a CORRUPTED AGENCY what do you expect? Internal staff members get caught DUI and is let go! List of cover ups is long and dirty!! I will not doubt this man was murdered. Even though he fled from justice, there is no excuse not to preserve life. Forget internal investigation, thats 1000% corrupted. Need outside agency to look at this agency from top to bottom. The place where Rayford died is not visable from any home by the lake unless you have high powered binoculars. You would be able to see the helicopters, but not the exchange between the criminal and the deputies. Moore is a clown.

Chopper F)Lights,(cellphone)camera…(legal)ACTION!Great question,Dennis Purdy… Where is the HCSO chopper’s black box which would record ALL mechanical actions made by the pilot during the flight (yes,helicopters have them too)…or has it been disabled…or has it been “lost”. Take your pick.Next question;Where is the video from the flight that SHOULD have been filmed simply as a precaution by HCSO to ensure that all actions made by their pilots and crew members are professional and legal? An ounce of prevention is worth a pound of (legal) cure…right? Is the video non-existent? Was it deleted? Was it tampered with? Or…does it exist? If so, perhaps HCSO should mention the existence of it, or the non-existence of it therof… Now…jump into action,bumpkins and try to make the socialist mud stick on ME! Twist my statements to fit your purposes.Try to use intimidation,rage and ugliness to make it go away.It won’t.Questions are being asked that warrant an explanation about this man’s death.If taxpayer’s money becomes an issue when it comes to ensuring that the law is administered legally,then it is,quite truly, the death knell for our democracy…Think before reacting.In the same way that we as citizens are responsible for following the law, the legal authorities in this country are responsible for administering the law…fairly and legally.(anyone ROFL’ing yet?)The fugitive chose to break the law.Did HCSO choose to administer the law legally during this enforcement action? This issue can be easily put to rest by posting the chopper video and/or the black box findings online.An independent and credible,professional (non-government) opinion of the results should determine if there is any culpability on the part of the HCSO pilot…Eye witness accounts,flip flops and contradictory accounts will be rendered meaningless with the appearance of a video or black box…if they have one….And they should.It’s been standard operating procedures to make videos of interactions between law enforcement and the public for many years.It just makes their jobs go more smoothly.Videos do not lie and cannot be misinterpreted.Think about the piece of the puzzle that’s missing…and WHY it’s missing before jumping to conclusions or blindly siding with authority “just because”.

Does ANYONE with even a half of brain really believe that the H.C.S.O. helicopter really truly kept elevating and lowering in an ongoing attempt to strike this guy in the head ultimately causing the kayak / canoe to explode??? Come on Moore (and other half-wits), before you go and make accusations at least make an honest effort to not sound like an absolute idiot! Additionally, I’m glad to see that there are readers who realize that this was a multiple time CONVICTED FELON who was fleeing from police! On a positive note “GEdward2″ the cost of this rediculous unnecessary investigation will still be a HUGE savings compared to the citizens’ cost of housing, feeding, and providing health care for the time that guy would have been incacerated. Some of the witnesses now don’t want to talk for fear of reprisals for the Sheriffs Office. Let me remind them that harassment by Sheriffs Deputies is a Felony and this is going to the FBI anyway. Witnesses will talk to the FBI and if there is a cover up, Cops are going to prison. I am personally making a report with the FAA as this looks like a possible homicide with the use of aircraft. The FAA must investigate. Fugitive or not, he was still a human being and when you get a bunch of “Drunk with Power” cops are a menace to us all.

I am shocked and surprised that you would print the letter written by Brian P. Moore on Sept. 18 called “Tragedy and travesty.”

I have never read an opinion as dumb as Brian Moore expressed.

For him to say that Rayford was only a half bad criminal and all the charges against him were only half bad was a bit silly. Mr. Moore is blaming our sheriff’s department for his death and encouraging the family to sue the sheriff’s department.

I know we have an excellent, fair and competent sheriff’s department. They do not need crazy opinions like that.

I think Brian Moore should stay off the streets for awhile because I think and hope someone gives him a boxing lesson he won’t forget. He deserves it.

Reporter Tony Holt’s recent articles of September 11 and 12, 2009, St. Petersburg Times, on the fugitive who drowned in Hunter’s Lake (Spring Hill, Hernando County) recently, trying to escape pursuing sheriff deputies from both Pasco and Hernando counties, was nothing less than a tragedy and a travesty at the same time.  I live on the edge of the lake and may have seen that person that very day as I viewed a fisherman in a small boat in the afternoon.
 
Little Man Rayford, the 35-year old career criminal, according to the reports, had an extensive criminal background, but nothing that seemed to indicate were crimes of major violence.  Yet the sheriffs departments, of both counties, labeled him as “one of the most wanted fugitives,” and they also said he was “armed and dangerous.”
 
The two law enforcement agencies apparently sent a cadre of officers, helicopters and canines, but no boats, to pursue Rayburn on Hunter’s Lake, based on a telephone tip.  There were warrants for his arrest for previous escapes from police, parole violations and also his not appearing in court.   The “fugitive’s” apparent panic in a fleeing kayak, its subsequent overturning into the lake waters, and his resulting drowning appear to be the direct result of the sheriffs vast presence and intimidating threats on the water’s edge.
 
What, in God’s name, requires law enforcement authorities, to use such force for a person with such mild-level violations?   And if the sheriffs offices created such a force at the water’s edge, why were they not prepared with a boat to send out to rescue the fugitive upon his overturning in the deep waters?  The sheriffs’ departments are directly responsible for overreacting in its pursuit of a non-violent criminal and being unprepared to take life-saving actions at a location that required such positioning.  Law enforcement should be held accountable for the unnecessary pursuit, causing death of a citizen whose major criminal offenses were of low-level non-violent criminal activities.
 
The immediate question is, does not the two sheriff’s departments have more important law enforcement activities, and less expensive actions (i.e. use of a helicopter) to perform, unless they thrive on the adrenaline rush of pursuing car chases and low-level, non-violent drug dealers.
 
One cannot blame Mr. Rayford’s family for criticizing the police for making Littleman Rayford out to be more dangerous than he was, and for failing to attempt to try and save him, especially after the police were the one’s who caused the mishap to occur in the first place. 
We have not seen the end of the Little Man Rayford action.  I fully expect, and hope, for the Rayford family’s sake, that they take this abusive law enforcement action to court as a criminal offense in its own right, and a violation of a person’s rights, whether the individual be a law-abiding citizen, or even a criminal or a prisoner, in our so-called civil society.

Politicians led us into this crisis

Fewer county services, government employee layoffs and possibly higher taxes now become the possible avenues for our county commissioners to take in order to reduce our county budget deficit.

As our local political leaders look for creative ways and hidden or unused funds, the imminent threat of government employee layoffs and fewer basic and needed services lie just ahead.

While questions are raised by our commissioners about alternative use of money initially planned for a new judicial center, where were our political leaders previously challenging the heavy-handed, law-and-order judges who have been imprisoning an exorbitant amount of citizens, for long sentences and for questionable criminal acts?

Why weren’t our commissioners speaking out as our jails filled up for questionable illegal activities, or for nonviolent crimes such as drug use (i.e. marijuana possession, etc.)?

Where were Commissioners Rose Rocco and David Russell, and the other commissioners, when the judges let off the adult son of a former Florida state highway patrolman for vehicular manslaughter, with probation, and yet threw 19-year-olds, who are first-time offenders, in jail for 30 years, for the same type of accidental vehicular manslaughter events?

Hernando and 5th Circuit Court judges act politically correct, and then expect to be rewarded with new and bigger administrative offices to match their heavy hands of justice!

Why did our county commissioners contract with a private company to administer our public jails for less money, thus resulting in fewer services, little rehabilitation and poorer servicing of our prisoners, while prisoner recidivism increases? The result of using private contractors is a logjam in our judicial system and in our overcrowded jails.

Our budget deficits are the direct result of failed political leadership, on the county, state and federal levels. The politicians, and the two major parties, are guilty of making decisions that reward and protect their longevity, but cause long-term havoc and unfair suffering of our innocent civilians and workers.
